In the Tunkinsky district of Buryatia, another criminal case has been initiated against an administration official, checks are being carried out against several more officials, and the head of the district, Ivan Alkheev, has long been under investigation. The essence of all cases is the same - fraud and the disappearance of budget money.
It all started with the mysterious disappearance of 32 million rubles - the money went to repair boiler rooms, but the work was never completed. The main suspect in the case was Chimita Batomunkueva, chief treasurer of the Tunkinsky district, henchman of the head of Ivan Alkheev.
Now the investigation has been continued - a criminal case has been initiated against the official under the article “Abuse of official powers” (part 1 of article 286). Which is not surprising - the story is extremely murky, and much in it indicates the possible direct or indirect participation of the family of the head of the district. Chimita Batomunkueva, an ordinary official with an unsullied reputation, directly dependent on her boss Ivan Alkheev, took and “laundered” 32 million rubles? Moreover, in connection with the repair of boiler houses, contracts for which Aza Alkheeva regularly receives? What an interesting lineup.

The press service of the Investigative Committee of the ICR for Buryatia also said that the issue of initiating another criminal case against another mayoral associate, Munko Mayorov, is now being decided. He could have had a hand in purchasing expired medicines for the central district hospital in Kyren.
Earlier, Mayorov had already been noted for "exploits" in the Tunkinsky district, but not in medicine, but in education. It was under his leadership that the head of the Kyrensky kindergarten No. 4, Tatyana Belyaeva, was persecuted, in whose place a relative of one of Alkheev's supporters was then attached. And now this kindergarten is in a deplorable state. Success. If the guilt of the official in the case with medicines is confirmed, then he can be safely recognized as a multidisciplinary specialist. So, to apply to two different spheres in the region - you need to be able to do this.
But even this is not a complete list of Tunkinsky officials associated with crime.
Prosecution checks are ongoing against the head of Teplostroy LLC Vitaly Gyrgeshkinov and an investigation into large-scale illegal logging in the Tunkinsky National Park - where Deputy Director Sergey Smolin is already under investigation, and Director Valery Gulgonov may well join him soon.
The head of Buryatia, Aleksey Tsydenov, trusted Ivan Alkheev, and in return he can get a stain the size of the Tunkinsky district on his reputation.
Finally, a criminal case was initiated against Ivan Alkheev himself. The head of the district is suspected of extorting a kickback from a local businessman in exchange for subsidies, and now he can lead his team even in the dock. Real leader.
And we recall that Ivan Alkheev came to power in February 2016, that is, only a year and a half ago. Such a large number of investigations into the leadership of the district is nonsense even for Buryatia, and the current administration of the Tunkinsky district has every chance to write itself into the history of Buryatia. As many media outlets noted, the authorities entrusted Tsybikzhapov - by the way, the former head of the Selenginsky district - with the role of "anti-crisis manager." Tsydenov explained his choice simply.
Under his leadership, the Selenginsky district was one of the best in all respects in the republic. Tunkinsky survived this winter hard, and good preparation is required for the next one. FOREST FALLING - MONEY FLYING

First the Far East, now the Siberian expanses. Everything is cut to the ground. Moreover, if earlier the Chinese had to officially buy the forest “for darma” from local administrations, bribing the heads of districts, now, as part of the cooperation between the two superpowers of Russia and China, our Motherland has offered China millions of hectares of forest for rent. As you know, in the PRC, its forest has long been practically gone. A miserable 95 million hectares is ridiculous. They cut everything out! But the caring government banned any felling on the territory of its country. Moreover, the Chinese began to plant empty lands with new trees. Despite this, the PRC has already received its return from nature for the cut down forests: endless deserts, floods and terrible droughts have simply fallen on the poor “Chinese heads”. But do you really need a forest? Where is he? Correctly. In rich Siberia.
South of Lake Baikal, they cut down everything in the very first place. For several years, the Chinese managed to leave behind only stumps, the entire forest was carefully cut down and taken to the Middle Kingdom. Then they moved towards the Irkutsk region. To date, all the wood along the Aleksandrovsky tract has been cut down. Nothing left. Of course, except for the thin edge of the forest belt near the tract itself, which covers this robbery with a kind of screen.
Just imagine: in 2005, according to some data, 16.5 million hectares of pure forest were exported to China! At the same time, more than 21 million people passed through the border (the main thing is to give a “paw” correctly) only by rail. The network is full of videos where Siberians film long lines of loaded trucks with timber, which day and night, without ceasing, take the Siberian forest to the Middle Kingdom. More than 400 wagons of round timber, including even poplars, go from the Irkutsk region to the PRC per day. And these are huge numbers.
Today (2017), all of Siberia is moaning from the Chinese. Factories are being built everywhere, industry is being bought out, timber is being exported en masse, and city streets are filled with happy residents of the PRC. Cafes, restaurants, shops and industry are not a bad investment for Chinese businessmen. The locals are used to it. What about our forest? It's getting smaller and smaller. On the border with China, there are over 40 woodworking factories per 1 kilometer.
Work is in full swing! In October this year, a record amount of timber was exported from Siberia and the Far East. The clearings are already visible even from space. Everyone is silent. And the Chinese are confidently crawling on, cutting down and buying everything they can. At the moment, a huge plant is being built on our Baikal, in which the PRC is investing over 1 billion rubles. As environmentalists say, this plant will destroy Baikal and lead to irreversible environmental consequences. I am glad that nothing will happen to the forest. After all, it has already been carefully cut down and taken to China.

The main item on the agenda of the last meeting of the Council was the discussion of the attempted raider seizure by the leadership of Tunka of the local branch of the ruling party. The situation is truly extraordinary and goes beyond all legal and universal norms. Moreover, the actions of the head of the district threaten the decomposition of the principles of the institution of power and the emergence of the long-forgotten inclinations of anarchism.
After a series of high-profile scandals on the “selection” of assets, the district authorities decided to take the party as well. But now, after an unexpected and, as it seems to me, stupid act to “select” United Russia, the situation may change. How did the once exemplary area come to such a difficult situation, and where will it lead?
Inventing Enemies
Almost nine months have passed since Tunka became head of Ivan Alkheev. The precedent for coming to power in the area of Alkheev and his people was created, relying largely on the legend of the suppression and destruction of "enemies" that threaten the life and prosperity of the local population, the interests of the republic and the state.
The slogans: “The Gestapo will not pass”, “Stop the thief” and others became the corporate style of that election campaign in February 2016, and subsequently became a natural and uncontested need for the current leadership of Tunka. Under the pretext of a forced defense against stronger and more unprincipled competitors, Alkheev began his leadership of the district with mass layoffs of civil servants and state employees. Later, “seizures” of efficient commercial structures were made.
However, the constant exploitation of the role situation of "offended and victim of enemies" ceased to work, and in the end, the weekly planning meetings held by the head of the district began to be ignored even by some of his associates (former?).
No one comes to Alkheev except for two or three heads of rural settlements. Accordingly, the power in the district was essentially narrowed down to the perimeter of the district administration building.
The coalition that came to Tunka is wounded
As experienced politicians say, it is not necessary to “anchor” political decisions to the wishes of the wife. The well-known expression “listen to a woman and do the opposite” explains not so much the way the fair sex behaves, but the way you limit yourself in appropriate decisions. Especially when it comes to politics, where every step will affect the lives of many people.
Behavior based on the principle of “take everything that works” can be logically explained from the point of view of the store manager, but not the politician. To concrete a mineral water well belonging to a competitor or to make a so-called “capture” of a batch does not mean to surpass. On the contrary, it means violating existing norms.
The current situation in Tunka hit the image of a political heavyweight very hard Vyacheslav Markhaeva. If anyone had announced two years ago that after Markhaev came to power, politics would be carried out with a “store mentality”, which, perhaps, someone's wife controls, everyone would have laughed. At the same time, they would say that these are very dangerous people who look at things inadequately.
But now the authority of Markhaev will fall along with the fall of Ivan Alkheev. Obviously, the resignation of the head of Tunka is not far off and he will most likely leave, leaving a bad mark behind. The weak budget associated with the economic crisis will amplify this effect.
Ivan Alkheev is having a hard time. Fear of reality, fear of the choice to stop and leave, fear of financial and other obligations... In order to overcome all this, courage and elementary political literacy are needed. And not constant PR on the "external threat".
To summarize briefly, there is only one reason for everything - the inability to manage the state machine. Unfortunately, this is precisely the main factor intensifying chaos in the Tunkinskaya Valley, which threatens to turn into a wider format.
